Miami's Central Business District is car-dominated, yet NE 3rd Avenue has the potential to become Downtown's pedestrian and non-motorized haven thanks to its unique scale, historic relevance, low daily traffic volumes and eclectic collection of local businesses. The transformation of this street through a set of light, shade and alternative mobility improvements will not only benefit the Downtown's 14,000 residents and approximately 47,000 daytime visitors and tourists, but also the greater Downtown Miami population (+109,000 people projected for 2021) and daytime population (+234,000). Almost a quarter million people will have the opportunity to experience a type of street that prioritizes their safety, signaling a transition away from a pedestrian experience harmed by cut-through traffic and on-street parking. In specific terms, the core mobility opportunity is to improve the pedestrian experience by transforming the south block on Avenue 3 into a walkable and safe place. Lighting improvements and overhead shading will improve people's ability to walk safely at night and more comfortably during the day.

In addition, we propose the use of modern software technology to streamline information collected voluntarily from unsheltered homeless living on the streets. This will allow them to be included in the 2020 Census and verify they are registered in HMIS, the database that qualifies them for shelter and other services provided in our Community.
